Raytheon Accounting organization is seeking a motivated and experienced individual to join the RMD Government Accounting team. This team member will work with a team of government accounting professionals that interface regularly across all functions within Raytheon and with Government Audit and Management agencies. As a member of the Controller’s organization, the selected candidate will perform tasks that include (but not limited to):

What You Will Do

  • Analyze and/or review cost impacts and cost accounting changes

  • Review and ensure timely submission of adequate annual Incurred Cost Proposals for RMD

  • Responsible for the formulation and preparation of formal audit responses to DCAA/DCMA

  • Act as a liaison to DCAA/DCMA and respond to inquiries and audits

  • Review revisions to the RMD Cost Accounting Standards Board (CASB) Disclosure Statements

  • Provide guidance related to disclosed practices, policies & procedures, Cost Accounting Standards (CAS), and Federal Acquisition Regulation (FAR)

  • Compliance support for RMD, RMD’s Segments/Reporting Units, and Raytheon Home Office

  • Prepare and present annual CAS Testing Plan to leadership

  • Provide guidance related to compliant costing (NBI, Support Labor, Ethics, Material)

  • Review requests for Special Burden Material determinations

  • Coordinate with process owners for Support Allocation/Labor Pool compliance and audit requests

  • Ensure timely updates for Booking and Billing Indirect Rates

  • Coordinate across the enterprise to align FAR/CAS interpretations, identify best practices, and support required Corporate Metrics

  • Ensure appropriate tasking, guidance, and mentorship to team members

Individual will also work closely with other functional organizations, CAS Segments, and the Finance Leadership Team to ensure compliance with RTX policies. This position provides an excellent opportunity for networking with other Raytheon functional organizations, other RTX Businesses, and Corporate. Our department is involved in many matters that drive policies, establish guidelines, and set the direction of our financial organization for the future.

Qualifications You Must Have

  • Typically requires a Bachelor’s Degree in Finance, Accounting, Economics, Mathematics or related topic

  • Typically requires 10+ years finance work experience; OR an Advanced degree and 7+ years prior relevant experience

  • Experience negotiating incurred cost proposals and familiarity with schedules and the FAR requirements

  • Experience negotiating complex CAS matters with government agencies, to include GDMs, initial adoptions and other non-compliances

  • Experience with Federal Acquisition Regulations (FAR) Parts 30 and 31

  • Experience with Cost Accounting Standards (CAS)

  • Understanding and experience applying Cost Accounting Standards Board (CASB) Disclosure Statements

  • Experience with MS tool suite (Excel, PowerPoint, Word) including advanced formulas and pivot tables understanding in MS Excel

  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems

Qualifications We Prefer

  • Experience in understanding complex cost accounting structures

  • Ability to synthesize large data sets and summarize for leadership review

  • Ability to work independently and ensure overall objectives and goals of the organization are achieved

  • Desire to work in a highly collaborative environment

  • Excellent written and verbal skills

  • Understanding of complex business data, processes, rate modeling, and how master data drives rate application

  • Experience leading large, complex activities and/or projects

  • Additional consideration is given to Professional Applicants with the following:

  • Background in defense accounting with experience in a financial discipline within that environment

  • Experience in analyzing and responding to Government audit reports and requests for information (RFIs)

  • Familiarity with Incurred Cost Proposals and/or ICE model

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
