Responsibilities

  • Perform all end-to-end procurement related activity, including planning, evaluation of proposals, and recommending awards.
  • Assist internal departments in developing contract/bid specifications and analyze appropriate contract types.
  • Review and comply with departmental policies, procedures, and relevant regulations.
  • Lead negotiations of contract terms and conditions, ensuring ethical procurement practices.
  • Compose clear and concise reports, recommendations, and correspondence.
  • Conduct market research and analyze costs for procuring commodities or services.
  • Collect, organize, and evaluate information to provide recommendations to departments and Procurement Leadership.
  • Identify process improvement opportunities related to procurement.

Requirements

  • 15+ years of contract experience.
  • 12+ years of federal contracts experience.
  • Must have DAWIA Level 3 contract certification.
  • Cost contract experience and understanding of contract structures.
  • Experience with Navy, NASA, or Air Forces is a plus.

Fully remote position with occasional time to go into the office in Washington DC. Looking for candidate that are near the Washington DC area.

Duties

    •  Perform all end-to-end procurement related activity, planning, evaluation of proposals, recommends a wide range of awards to the procurement Supervisor and Manager.
    • Assist internal departments in developing and defining contract/bid specifications; analyzes and determines most appropriate contract types to reduce exposure to risk.
    • Review and comply with departmental policy, procedure, fiscal, State and Federal regulations of procurement/contracts/ First-Tiered Downstream and Related Entities requirements.
    • Lead negotiation of contract terms and conditions between contractors ensure ethical procurement practices are followed; advises departments on the type, form, and context of the final contract negotiated.
    • Compose clear and concise reports, recommendations, and correspondence.
    • Perform market research, analyze total life cycle cost, best value, and complex cost of analysis in formulating forecasts and recommendations for procuring commodities or services.
    • Read and interpret all applicable rules and regulations; collect, organize, and evaluate information; Identify alternative solutions, and project consequences of decisions and provide recommendations to internal departments, and Procurement Leadership when requested.
    • Identify process improvement opportunities related to procurement and supply problems; participate in process improvement efforts.

Requirements

    • 15+ years of contract experience.
    • 12+ years of federal contracts experience.
    • Must have DAWIA Level 3 contract certification.
    • Cost Contract experience and understanding of contract structures is required.
    • Ideal experience with Navy, NASA, or Air Forces is a plus.
