Overview: We are seeking an experienced Federal Proposal Manager to lead and manage the development of high-quality proposals for federal government contracts. The successful candidate will be responsible for coordinating all aspects of the proposal process, from initial planning and strategy development to submission. This role requires a deep understanding of the federal procurement process, strong project management skills, and the ability to work under tight deadlines.
Responsibilities:
Proposal Strategy and Planning: Develop and execute proposal strategies that align with company objectives and client requirements. Lead kick-off meetings and establish proposal schedules, outlines, and assignments.
Proposal Development: Manage the entire proposal development process, including writing, editing, and reviewing proposal content. Ensure that proposals are compliant with RFP requirements, compelling, and competitive.
Team Coordination: Coordinate cross-functional teams, including technical subject matter experts, business development, pricing, and legal, to gather the necessary information and contributions for the proposal.
Compliance and Quality Control: Review proposals for compliance with RFP requirements and company standards. Ensure that all proposals are accurate, well-organized, and free of errors.
Proposal Review and Approval: Organize and lead proposal reviews at various stages, including color team reviews (e.g., pink, red, gold). Incorporate feedback and finalize proposals for submission.
Submission Management: Manage the final production and submission of proposals, ensuring they are delivered on time and in the required format (e.g., electronic, hard copy).
Post-Submission Activities: Lead post-submission activities, including debriefs and lessons learned sessions. Incorporate feedback into future proposals to improve win rates.
Market and Competitor Analysis: Conduct market research and competitor analysis to identify trends, potential opportunities, and competitive positioning strategies.
Proposal Database Management: Maintain and update the proposal content library, templates, and other resources to streamline future proposal development efforts.
Client and Stakeholder Communication: Serve as the primary point of contact for clients and internal stakeholders throughout the proposal process. Provide regular updates and address any issues or concerns.
Qualifications:
Bachelor’s degree in Business, Marketing, Communications, or a related field. Master’s degree is a plus.
5+ years of experience in federal proposal management, with a proven track record of managing and winning federal government contracts.
Deep understanding of the federal procurement process, including FAR/DFAR regulations and government contract vehicles (e.g., GSA schedules, IDIQs).
Strong project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines.
Excellent writing, editing, and communication skills, with a keen eye for detail.
Proficiency in proposal management software (e.g., Microsoft Word, Adobe Acrobat, SharePoint) and CRM systems.
Ability to lead and motivate cross-functional teams in a fast-paced environment.
Strong organizational skills and the ability to manage large volumes of information.
Ability to work independently and collaboratively in a team-oriented environment.
APMP certification is preferred.
